KU Response Guide Levels

  1. The pandemic response plan is an appendix of the University of Kansas Emergency Operations Plan.
  2. The University of Kansas is a member of the global community. Consequently, the University’s response to a pandemic will be based upon a combination of the Pandemic Response Phases of the World Health Organization (WHO) and on the Response Levels of the University of Kansas Emergency Operations Plan:

Situation Human infections with a new subtype, but no sustained human-to-human spread.
  • Small highly localized cluster(s) anywhere in the world with limited human to human transmission
  • No immediate danger but potential exists.
  • Large cluster(s) with localized human to human spread.
  • Potential danger is real, may continue for an extended period of time and require resources in excess of those available locally
  • Increased and sustained transmission in general and local population
  • Employees and students are in danger and/or facilities are at risk.
